How to get a prescription for Latisse?

I'm a 19 year old girl. I live in California and I go to kaiser hospital. I have an appointment Friday for some acne cream. While I'm there I want to ask about latisse for longer lashes. My lashes aren't very long and aren't thick but they're not super thin either . Will re doctor just give me a prescription for latisse if I ask or wil they only prescribe to certain people? How does it work
