Built raised bed in Portland filled with compost, vegetables aren't growing. Small bugs! Help!?

The raised bed is made from cedar primed with linseed oil. We have broccoli, collard greens, tomatoes, green onions, and carrots in the bed. The bugs we have been seeing include tiny brown spiders, and white and gray bugs that look like termites. We did have a problem with caterpillar eggs from white erflies in the area, though we have been pulling them off and discarding them. Any suggestions? We don't use chemicals. We are looking for a natural solution.
